On Windows 10, I loading the driver for the bridge chip, CPU2102. The program says that the driver loaded correctly. When trying to compile a program, the COM port …SLAB_USBtoUART is not found. A file with USBtoUART anywhere in its name is not found on the computer. I tried it on 2 computers with the same result.

in Windows 10, can you please start the Device Manager, expand the Ports group, and look for your ESP32 Com port record?
Mine looks like this:
Once you confirm that you can see the Com port in the Device Manager, start the Arduino IDE, select the ESP32 Dev Kit as your board, and check the selected COM port.
It should look like this:
